The governor should resign and face the investigation or he should be discharged from his post by the president of India till he is proved innocent by the judiciary. No one should be deprived of one's fundamental right in a democracy.
An investigation should be carried out by CBI
Even if it's a fake case proper investigation should be done,and the blanket which is provided under Article 361 should be subject to condition and exceptions.

Each and every citizen including Governor and president and other's personnel, should be taken lawful action for illigel activities/offences done, during discharge of duty periods, as common citizen. Article 361 should be ammended and immunity should stopped.

What is the problem of Supreme Court? What is the mystry?
in case of governor and President, after preliminary enquiry by the police the report should be submitted to to chief justice of High court or to the chief justice of supreme court to obtain the sanctions for prosecution of governor or president of India.
Criminal case is not allowed but civil case is allowed then after can impeach and remove president or Governor.
The point is that law can not punish governors and the president but should recognize the offense

Should modify article 361
It is a Criminal offence that no case can be made on President or Governor, Why this people are not human being and would not commit any offence. Similarly case cannot be made against any person simply a complaint is made by a woman. Before a case is made investigation should be carried by neutral agency, if the outcome is true case should be made against men. if it is a false case women should be punishable as that men. Because false complaints are also more fatal and will ruine the life of men. One such false complaint is made by a woman on our the then SC chief justice Tarun Gogoi and the woman did not turn up to enquire giving her chance to prove her point. She was simply set free on false allegations on SC chief justice which is very Disaster for the country. In 498A case also women should be made punishable for a very blatant false case.
