Is it normal for a little lift up when you lift on the handle to check it’s locked into the base?

Yes, it is normal to have movement between the base and carrier. It is important to pull up once attached to be sure the car seat is connected properly.

You need to install the car seat with either the LATCH or vehicle seat belt, not both.
