In general all LED bulbs turned dim/very low when it's switched off. It should be so dim only can be seen when the room is dark. If it's not like that, then there is a problem. It may be problem with the bulb or in electrical wiring. You may try this bulb on any others room to be sure. If it's having the same problem then you have to return the bulb.

Or You can even have a small electric board with a button and holder. Wire it such that switching the button ON will short two terminals of bulb. And then light hi light...💡
Definitely. Its little bit technical. Thats why I didn't mention it. You may use hanging holder with two wires coming out from back. Just touch those wires when you need to light it up. And place the wires in socket of your switch board to charge.
