We have had only had 4 ruling Queens in the last 1,000 years and that was purely because there were no males with any right to be Monarch: Queen Mary I was the only surviving child of Henry VIII's first marriage and only became Queen after the death of Henry's only son (by his third wife) King Edward VI when he was 26 years old; Queen Elizabeth 1 was the second daughter of King Henry VIII and the only child from his second marriage to Ann Boleyn and she only became after the death of Queen Mary I 5 years into her reign; Queen Victoria was the only child born of Prince Edward, Duke of Kent who was the 4th son of King George III. She became heir to the throne when her father died because the three uncles who were ahead of her in the line of succession had no surviving legitimate children - and those born out of wedlock didn't count; Queen Elizabeth II was the eldest of two daughters born to King George VI. There was another in 1135 who should have been Queen - Empress Matilda, daughter of King Henry I - but her male cousin Stephen got himself crowned within a month of Henry's death and the Pope confirmed him as King - who was forced to flee for her life to France. However her own son did become King Henry II after frequent wars for the throne both during Matilda's life and after her and Stephen died. As for Princess Anne not seeking the limelight, she had a lot of 'bad Press' when she was young - criticizing her clothes (the first in a mini dress in the 60s), her hairstyles, her hats, the fact that she wouldn't smile to their order, and the infamous "Naff Off" comment to them when she was concentrating on something more important - all went towards a mutual truce where they wouldn't bother her and she wouldn't scowl at them!
Anne's first husband (Mark Philips) was offered a title--he and Anne turned it down.
Ditto Margaret and her husband, but they accepted the title (but only Margaret had the HRH).

Princess Anna was smart enough not to give her children royal titles...that is why they were able to maintain some sort of normal life...she knew what would have been in store for them otherwise...look how her life was as a spare..plus they had the luxury of living on their mothers vast estate..they were not forced to perform royal duties like others in the royal family....Princess Ann was no fool where that was concerned....that is why those two so called perfect children have the life they have

Princess Anne chose not to give her children royal titles because she wanted to protect them from all the attention and baggage that comes from holding such a title..she has said this herself and is a known fact...All you have to do is read yourself and see how hard that can be....look at all the attention any royal gets from having a title and being a working royal...you can live in the shadows and strive at a some what normal life as a non working royal with no titles laid upon you

Pricesse Anne is indeed unique she is the first member of the royal family to have been Convicted of a Criminal offense. In 2002 she pleaded guilty for having one of her dog dangerously out of control after it bit 2 innocent children 😳
