It's a quite hard to get background blur with an action camera, but it helps if your have the subject as close to the camera as possible, and the background as far as possible, this way when the focus is on the subject it also gives a bit of depth to the shot.
I also have the Action 4. I don't believe you can get any focus separation with it unless you create it in editing or use additional lenses. I have seen a couple videos where people have used "macro" lenses for achieving close focusing with the Action 4, which blurs the background, but so far, I haven't been able to find anything that will give "cinematic" or "portrait-like" results. Instead, I plan on using my phone (Galaxy S21 Ultra) when I want shots with better depth of field.
