To rephrase the conversation, the question was asking "in the Human-Xi'an cold war, if we imagine it as a retelling of the USA-USSR cold war, who in-lore was most like US President Reagan's equivalent?" So yes it's just referring to him, and not an in lore character.

Many credit him with helping to end the USSR-USA Cold War by upping the arms race and forcing the USSR to go bankrupt and collapse.
