Kyo Kara Maou is Shonen ai at most actually, by nowadays terms: it's is almost BL (boys love) but it never reaches there with very few subtext and no porn (be it explicit, insinuation or subtext) or pda between Wolfram and Yuri although Wolfram is very open about him loving Yuri and wanting more from Yuri and even being encouraged by others (like his mom) to hit on Yuri. There's no explicit romance between Yuri and Wolfram on anime (only mangá and novel and maybe some cds from what I've heard too), because in the anime Yuri denies Wolfram way too much (to the point that it does resembles a very strong internalized homophobie and does raise the question that maybe Yuri only rejects Wolfram because of that and because they became fiancés against Yuri's will). There's an ova that shows Yuri finally realizing that Wolfram isn't joking about liking him, though.
Irl the reason why Yuri doesn't reciprocate Wolfram in anime most likely is because they wanted to make the show watchable by a not so restricted public (not only by those who appreciate BL) since the romance in the story is a very minor plot considering the huge story archs and detailed world story and world building and very profound and interesting characters and characters dynamics. The time of when the anime was made such topics where not dealt so explicitly so Wolfram yelling "he's my fiance, get your hands out of him!" was already seen as very open and explicit even without actuall romance between them being showed or openly developed. They took a story that has a slow paced BL/Shonen Ai as a second plot that ties with it's major Isekai and Adventure genre/plot and removed quite a bit from the BL (mostly the more evidently and unquestionable BL) but without actually totally excluding the BL. So there's a lot of times where the story actually does raise questions like "does that male character likes that other male character?" without it involving Wolfram and Yuri and the setting does a good job at making BL and GL being seen normal in that other world. We can see that no one there actually does really understand Yuri's panic (most likely due to internalized homophoby) about such topics. Some just laugh at his over reaction.
Watched this when I was in highschool, literally stumbled upon the whole series on TH-cam. OMG i loved this show sooo much and this was favorite episode!! Elizabeth was such a huge girl crush for me. Honestly I'm team wolfram all the way, always thought Yuri didn't deserve him. He was so awful and totally crushed on another guy later on in the series. I just wanted my baby boy to be happy. I honestly feel like Elizabeth would have been a good competitor. I remember thinking that Elizabeth and Wolfram would make the most Angelic looking babies lol

In the light novels, Yuuri ultimately comes to accept the relationship in what was probably the only way they could publish such a thing at the time, though they go a lot harder on it in the canonical short stories.
