If you want to configure on router you can on that but real time we have dhcp server. No issue we will make one video on that.

PCs and Server are in different network, how can PC ping the server without route command in router?

Hi,
Router is device use to make communication between different networks.
If you have more then one router then need routing if only one router then no need for routing..
