before find edges rasterise the top layer then do find edges and then go to image>adjustments>invert. then change the blend mode to linear dodge add and hide the fracture layer. then if you want you can reduce the opacity of the top layer for better results.(its optional, I did).

Oil Paint won't work on color spaces other than RGB (e.g. CMYK, Lab, etc.) If you're on Windows, make sure you're running a 64-bit OS with the 64-bit version of Photoshop. OpenCL requires 64-bit Make sure Use Graphics Processor is checked under Preferences > Performance These steps are from Adobe team officially Thanks :)
for some reason the brush rotates every click and i cant figure out how to make it hold still so i can click multiple times in the same spot with the splatter brush like you did in the video. please help. :/

yesterday i was working on this project and everything was fine, but today I again opened Adobe CC but when i select the photo with brush in mask mode, it doesn't crop the required area and shows the message "No pixels are more than 50% selected, the selection edges will not be visible"... Help me as I don't know much about Photoshop tools...

That's so simple to fix. just follow these steps bellow

Actually, my phone screen was broken, and the fracture effect was so quick to show up when I looked at my phone
