It's not a simple process, you cannot come with your phone and just put local sim and start using your mobile phone in Indonesia.
To control smuggled phones Indonesia has set up a proceedure of registering the mobile phone, if you do it in stipulated time it's free (No Tax), if you do it late there can be Tax and the tax is high.

Sorry for the delayed reply, you don't need to pay any money. Max it should get activated in 2 days. The big challenge is for any issues you will need to go back to the airport office only.
