Yes you can use both substitutions. For the tasty wheat, don’t toast it as much and don’t use the 1lt milk altogether. Start with 750ml and then if the liquid is not enough add the remaining 250ml milk
Yes you can. You don’t need to toast the tasty wheat as much so be careful when doing that step. Also start with less liquid and check the consistency and add the additional liquid if required. Start with 750ml for 250g tasty wheat and go from there

Grinding the elaichi does help but it can be a stronger flavour so use sparingly.

Hi depends on how much each person dishes but should be good for 8-10 people. We cook soji for 30 people and usually use a whole kg of semolina.
