Why is it only elementary level for number 28. Please share. I was trying to look for an article eh about it. Ang sabi naman, free for both elementary and high school then compulsory for all school ages. Please explain to me. Thanks!

Sorry for the very late reply, now lang nag check sa mga comments. Anyway, nakalimutan ko na yung isang article pero try to read THE 1987 CONSTITUTION OF THE REPUBLIC OF THE PHILIPPINES - ARTICLE XIV Sec. 2, since same rin naman sila. Yes, both free siya sa elementary at secondary pero "COMPULSORY" lang kapag elementary. In items 28, free and compulsory ang tinatanong
