Community fears concrete plant is health hazard

I wonder which came first, the concrete plant or the subdivision of houses? Because if it's the latter, then why would you rent or buy a house next to a concrete plant?

There should be an ordinance about plant proximity to residential homes. Dust clouds and Global Warming we see but the real killer is PFAS like COVID we can't see it.
