I mean, they're definitely hoarding players. I'm always shocked when young talents agree to join them. They don't have a high success rate of developing these players (at least not in the last 5 years) and usually loan them out for several years consecutively. All of this is failing to mention their on pitch performances, which have been pretty mediocre with all these moving pieces from the player/manager standpoint.
I mean Palmer has that greatness in him it’s just Man City were too competitive in squad depth and never got a chance to shine.
