you shouldn’t because it’s manipulation to the locs you should keep it clean with the least amount of products in hair you could use sea salt spray or oils

Use a Towel or Sponge to section and twist your hair, that way you can speed up the process of your free form locs, maintain a balanced amount of sunlight, cause during the journey your hair must be completely dry for it to lock, and make sure you don't wash it more than once a month, don't apply any products either, and if your hair is short then it's not that it's not locking, it'll just take longer cause short free forms often tangle and it gets messy, give it some time and it'll "grow" into locks

I have been considering doing a brick pattern for the undersides of my hair and leaving the top alone so my loose hair hangs over the locks. I have been scared, though, that doing so (I am painfully white) will be offensive and I do not want to steal anyone's culture or white wash their culture. You mentioning that people with straight hair can lock their hair has given me the strength to do more research on the history so I can really decide if this is something I want to do and appreciate the history more. You don’t condition it. Otherwise it detangles it. You can use certain hair oils to keep your scalp and Hayes healthy and not too dry
