Seems all pretty intentional, they stop for the car as it passes by, then they cross the street. The animating process for South Park isn't particularly complex, especially something like that where its just them walking on a set. It's all 3D in Maya, the walk cycle is incredibly crude. So adjusting the timing would be a 10-30 min job most likely. Kip syncing comes after and that takes more time to do.
In America, our rail system tends to be used mainly for freight. Passenger rail is mostly in the North East, and tends to be a very slow method of transportation. There is a kind of subculture of eccentrics who choose to use it just because they like the aesthetics of riding in a train.

The story of the episode is literally what you said they wanted to make commentary on fads and used the one at the time metro sexuality but they had little idea of how to tie things together and someone suggested crabs people as a random joke but they didn’t have better ideas on how to warp up and went with it.
Because most of their countries are pretty small and densely populated and have rail networks linking the major cities and residential areas. So it's easy to get around by rail. The US has lots of smaller commuter rail systems in the major cities but as far as national service goes it's not as developed as European countries or China. Although our freight rail system is pretty effective. On the other hand the US has far more airports than Europe because air travel basically started here and progressed much faster here than elsewhere. That's part of the reason our rail system lagged behind.

I forget when they were first brought up, but like someone else said they were at a loss how to end it... so 🦀 people it is lol. Second, this episode applies to todays society to a T. The message aged very well lol. Today its the "trans" fad where there is an endless number of combinations of things you can put together to create your gender "identity."
