As a fabricator (and MANY other things) I thought this was going to be another "see Jane drill" type of basic 101 stuff, but this was actually loaded with llittle nuggets! Two thumbs up!
1 It's not a hacksaw. 2 It's not sandpaper, that's what you put in the bottom of the budgies cage, It's at worst abrasive paper, but in this case aluminium oxide paper. Other than that some neat tips.
When you want to reduce the diameter of a piece of pvc you start by enlarging a piece of scrap pvc the same size. Heat it up and force another piece of pvc into it to swedge it out. Once it cools take the piece you want to reduce, heat it and force it into the enlarged pipe and as it enters it will compress down to a smaller size. You'll get a nicer smooth fitting that way.
Not knowing the properties of the plastic and at the risk of ruining it you might be able to heat weld a flat flange(cut out to smaller opening size) on both pieces and then bolt them together.
There are some good ideas here to use. But make sure all the cuttings of plastic go in the recycling, or they will end up with the millions of other bits of plastic in the sea!

Cool ideas. Please don't inhale the dust or heat the PVC to hot. The fumes and dust are highly toxic, and carcinogenic if inhaled. Great video.
