Oracle Cloud (OCI): Users and Groups in IAM & IDCS

1) IAM: Create group
2) IAM: Create user & add to above group

4) IDCS: Create user & add to above group
5) IAM: Check IDCS user federation into IAM
6) IAM: Map IDCS & IAM Group
7) IAM: Now, check user federation into IAM

I have question here. If a user created in IAM or IDCS, what is the difference ?
Also How we create SSO user for all other oracle cloud applications?
