Considering it's a CGI movie based on a series of fighting videogames with a nonsensical, absurd storyline, I'm not going to hold my breath that this is going to be anything but similar garbage.
That's one thing I love in Tekken and Killer instinct. Many of the chars speaks in their own language, regardless their oponents understanding. But in this CG they did right, in my opinion.
So basically they are starting right before KOF ‘96. I remember in the official canon Kyo fights Goenitz before KOF ‘96 and gets washed, beaten so badly he is hospitalized and then decides to completely revamp his fighting style.

And the reason why is he so distant towards others is because he fears that wild Iori within him will harm them when he is under "Riot of the blood" state. Iori Yagami is my favorite character btw.
It will have a Japanese dub, I remember watching Kof destiny with Chinese audio then the official snk channel had Japanese audio. Just remember that a Chinese animation studio is making this series so a Chinese dub will come first.

If I remember correctly kyo lost the fight against Goenitz, which (Spoilers) motivated him to train harder and enter that year's tournament meaning that this is the second last part of the Orochi saga from KOF 96
