Not a judge, but it's a time stamp. EG, whichever gets played last takes precedence. That does however incentivize keeping Winter on the board for your opponents however, because it means if you re-play your commander, you over-write their answer. That's also why I think it's fantastic you leaned in on discard as well.
Here's my thinking though, you are; MOST LIKELY, better off with Feign Death type cards over Lightning greaves and swiftfoot boots. You can't really blink your commander in your colors, but you can absolutely capitalize on him being a certain target to add more salt to the pile.

@@dannyharms5603just switch sheoldred for something like razorkin, demonic tutor for counsel, and some lands for budget lands and it’s basically budget

why bother with no max hand size? if anything the deck *wants* you to discard down to hand size to fill your grave up
