For anyone who didn't read the blog post that goes with the video, for context: “The reason why DUET had to bear away at the start line was because we received the following bazaar message from the barging boat - ‘Sea Room, Sea Room, Sea Room.’ As the captain, I made a call to provide Sea Room as requested. My entire crew was really upset!”
I think in this case, because he asked for sea room and not mark room, the barging boat should have been retired from the race: asking for sea room implies a "not under command" situation (which can happen for many reasons), and as such, the skipper of DUET was absolutely correct to execute an extreme manoeuvre to get out of the way, but considering the context, this should have required far more than a penalty turn to rectify (beers for the crew of DUET, minimum) .
@@UK-Sailmakers-International isn't the reason they got away with it because the stand on boat got out of their way? Stand on shouldn't have changed course -- barging boat would be forced to go around. It's just an intimidation tactic.
@@matteframe Yes. Even though the stand on boat got out of the way, she should have protested. Rule 14 requires a right of way boat to avoid collisions when it can. If you fail to avoid a collision, when that was a possibility, both boats can be disqualified.

So was the barging boat penalized in this case?
No protest was filed, so the boat got a way with it.
