As it turns out... Capcom didn't have the budget to afford American voice actors in say... LA... Canada... Texas... Or New York. They had English speaking voice actors who lived in Japan to voice act in Mega Man 8, X4 and X7... Though X7 had an entirely different staff of VAs from Japan working on it. It wasn't until X8 when Capcom could afford voice acting outside of their own nation to do the English Dub.
That explains Flame Sword. The announcer pronounced it how it's spelled rather then how it's spoken. Which is a common mistake when reading another language.
I'm guessing Legends was AFTER Mega Man 8 and X4. Resident Evil had voice acting done by staff members working for Capcom. Onimusha and Devil May Cry 1 and 2... I'm not entirely sure.

RE1 has the awfully funny voice cast, 2 is far superior since they actually had some direction and some pros at it (Alyson Court was Claire, and another big voice actress was doing Jill). Voice acting was very questionable in the time it was introduced save some exceptions in gaming. It really only got better during the 2000s and we still have some that's... not very good. But localizations getting the voice cast helped A LOT because they started raising the bar with the RE ladies, Clancy Brown (Cortex and Uka Uka), Scott Melville and Cam Clarke (Symphonia), John DiMaggio and Tara Strong (FFX)...

Personally, I will always follow a template laid out for me, and almost never use artwork unless I drew it (which has not happened ever) or I had someone draw it for me. John suffered it in Platformania the same year this video was made. I think he is trying to avoid it as much as he can and I can see why just in his run there. It's on TH-cam and it has its own highlights. Just so you get an idea: the run is with Megaman but still, just so you know how awfully set the game is: he spends almost five hours on it, the playthrough is about an hour or so in the robot levels and the rest is King. I'm not joking.
