One thing you don't seem to realize is that no one's actually died yet in this show other than monsters. It's not that type of show. We see characters get injured, but the worst that happens is they end up in a hospital and we see them later on.
Tank Top Master was actually trying to kill Garou That's what Mumen Rider was trying to stop. Garou still hasn't killed anyone so Mumen has hope for him as a human being.
