Almost hit on the beltway in Houston

Guy in white SUV on his cell phone realizes he needs to make the right exit while in the left lane. Almost hits me.

You mean passing on the right and also simultaneously Miss judging other traffic and almost causing an accident.

Traffic is already moving just cuz it wasn't using a signal doesn't mean it wasn't moving it may not have had any business moving but it obviously was and if you're that poor judge of traffic please don't drive.
Drive on the right pass on the left don't pass traffic on the right and don't get mad when traffic moves to the right like it's supposed to so you can pass on the left like you're supposed to.
Please pay more attention and drive safely
