It is not a dart. It is a one inch opening. And yes,for this construction/ drafting method, the opening is mandatory. Even with the opening, if the fabric has no stretch at all, the built-up neckline will be tight.

You can use a bias tape. Preferably, the bias tape should be created from the fabric you’re working with.
Thanks for this tutorial, please why did you transfer the bust dart to the front neckline and it wasn't sewn up?
The neckline will be too tight.
