It is not a dart. It is a one inch opening. And yes,for this construction/ drafting method, the opening is mandatory. Even with the opening, if the fabric has no stretch at all, the built-up neckline will be tight.

You can use a bias tape. Preferably, the bias tape should be created from the fabric you’re working with.

The neckline will be too tight.
