Assassin’s Promise is S tier imo. It works with PvE only skills like Ebon Vanguard Assassin Support, You Move Like a Dwarf and Finish Him which makes it very powerful for spamming these strong skills. Even other professions run Assassin secondary just to use Assassins Promise and to spam these PvE only skills. Cheers mate!

Assassin is fun to play for pve, and interestingly doesn't really need its own elite skills because most of them are balanced around pvp so have high costs, short durations or long recharge. For me if im taking an assassin elite 99% of the time its shadow theft. But what this means is assassin has a lot of options with taking elites from a secondary profession attrribute, because you don't really want its own elites most of the time.
i could of made them bigger, but too big and they kinda take over the seeing whats on the tier list themselves. I do read them out though so I thought that was enough. For the Mesmer one which is the last one I can make it bigger.
Not really a fan of Assassin's Promise. Not reliable enough in hard mode or vs. (obviously) bosses. Beguiling Gaze is S-Tier for me. Shadow step and dazed for 15e. Lotus Strike will get a chunk of the energy back. Moebius Strike is easily S-Tier and my go to elite. Pair with both Critical Strike for energy and Death Blossom for aoe damage.
I'll comment on some more: Critical Strikes.... Dark Apostasy (F-Tier): Enchantment subject to stripping, requires crit hits to do anything and for ~5e. Better ways to deal with enchantments. Locust's Fury (E-Tier): Enchantment subject to stripping, niche for auto attacks with a weapon spell or conjure? Palm Strike (D-Tier): Moderate recharge, so another off-hand will be wanted. Crippled short duration and not that useful in PvE. Seeping Wound (E-Tier): I find that in PvE it's normally best to go all conditions or all hexes. Shattering Assault (E-Tier): Again, usually better ways to deal with enchantments. Will likely also want a cheaper 2nd dual attack. Way of the Assassin (B-Tier): Solid elite when another isn't wanted or needed.

Shadow form s++ tier for how awesome it made the speed clearing community back in the games golden days

AP is easily S+
I generally agree, I think, but I'd put AP in S-Tier, Locusts Fury in A or B and Flashing Blades in A or B aswell

That's true, I think you're right on that, given it only has 1 pvp skill, means to me, as you said pvp was the focus.
Could you make the text boxes bigger for the skills? Having them so small almost seems pointless.
