General Agenda: Conduct a public hearing and consider first reading of an Ordinance levying special assessments against the benefiting properties in thirteen (13) public improvement districts; Consider first reading of an Ordinance regarding parking within the Downtown Garage; Discuss the purchase and installation of equipment in the Downtown Garage; Discuss parking rates for the Downtown and Aggieville parking garages; Provide feedback and direction for City administration to bring forth a future agreement in the amount of $63,414.39 with the IPS Group, Inc., of San Diego, California, for the purchase and installation of License Plate Recognition (LPR) equipment and installation of parking management software for the Downtown Garage; Provide feedback and direction to City administration regarding a funding approach for the Downtown Garage and a subsequent Resolution establishing various parking rates for the Downtown Garage, along with the existing rate structure for the Aggieville Garage
