Just a suggestion… had a brand new 2004 XR250R and the easiest way to start it was to slowly kick the engine over until it was at TDC on the compression stroke and then give it a good kick while standing. Good luck! Usually started on the 2nd or third kick that way.
Dude ive got the same bike with the tm40 pumper carb and the best way to start them is to hold in the decomp lever and kick it through 8 times then find top dead and kick it through. Same thing if you drop it or flood it hold the dcomp and kick it through a bunch of times
