Just to add more clarity as to why there's not running water and electricity in homes in the informal settlements. Our urban planning laws only allow for houses to be constructed on land that has been serviced with all the necessary infrastructure like water, electricity, sewage, tarred roads etc. So the municipalities either give land to developers to provide these or they do it themselves and sell the land to individuals who then build their homes. But the for last 25 years or so most municipalities gave land to developers who then sold properties at high prices, which is out of reach for a lot of people.
People got tired of waiting and then decided to take matters into their own hands and grabbed unserviced municipal land.
The only way for them to have running water in their homes is if they get relocated, then the land can get serviced.
Also one of the reasons homes in informal settlements are made from zinc sheets is because they are there unlawfully and municipality does from time to time demolish these homes. So people can't risk building brick houses when they don't have title deeds.
These informal settlements only started after independence with the influx of people to urban areas. The majority of black people were confined to their ethnic homelands during Apartheid. Those that stayed in urban areas were given permission to stay there, and if one wanted to move to an urban area it was a long and cumbersome process.
With independence came freedom of movement and municipalities were not really prepared for such an influx of people.

Namibia is very diverse , when you mentioned , you saw a lot of white people , majority of them are afrikaaner / broer descendents of dutch , then the other white namibians are of german descent . Southern Africa , has a large number of Afro-Europeans , Namibia has the second largest number of white africans after south africa
