Yes. The phases don't actually dictate who can compete, despite what the misleading video suggests. Phases are for registration. For example, If you qualify for phase 1 in any event, you'll be able to sign up for the event before people in phase 2, 3, or 4. This is to basically ensure that faster cubers have priority since they have a better chance of actually becoming World Champion. As long as you at least qualify for phase 4, you'll be able to compete.

you need an avg of less than 8 to be able to register for 3x3 during the first registration phase - if your average falls under a different phase you can only register for 3x3 during that phase of registration
