Holy crap, YES!!! I ADORE this view. One of my fav parts in the whole game was seeing City 17 from above while ascending to Breen's office. Such a beautiful view of what is otherwise a dreary, dystopian world.
To imagine if the screams you hear are what's happening currently in the citadel, or it being remnants of peoples humanity being striped from them, continuously howling in a vein hope of being freed or returned.
Technically speaking, looking at the white forest just north of the city, and the Citadel being far taller than any of the snowcapped mountains there, it would be ice cold all the time, so Breen definitely has some top notch heating
I would certainly hope a 2 kilometer tall tower built by an interdimensional alien empire out of technology that is unfathomable to our kind would at least have some good heating

Well, in the anbient of city 17 you can hear lot's of honking in the background, so it's safe to assume that the combine allows them to drive cars. Pretty late reply, I know, I know.
Not a redditor but here's a two sentence horror. I played on a map which had a house awfully similar to mine in Gmod, so, I disabled ai, placed a rebel in the house, and combine soldiers outside the house. When I enabled thinking, before I could realise it, they busted my door open.
Imagine riding an elevator from the ground floor to Breen's office
I would turn myself in to the Combine just to experience that

For a war torn city it has a lot of lights on.
For an evening with a bright and visible sun, it looks far too dark too.
It's not really war torn. Most of the action in city 17 doesn't really happen before Ep1.

City 17 has been confirmed to be Sofia in Bulgaria which makes a lot of sense with the architecture

@@crylune its not confirmed but a map texture of city 17 is Sofia and the train station exterior is 99.9% identical to Sofia's train station
