Although there is no one to enforce this ruling but the ruling tells who are right, who are wrong in this case. According to Mrs. Theresa Cheng, this ruling would create more chance for the parties to negotiate and in some sense it would encourage more lawful behaviors in the region. But we would not expect much that China would totally behave lawfully after this ruling. The foreign policy of China in South China Sea is still the foreign policy of warships.
