There are no limitations with breeding Pyroraptors. Breeding a Phoenix with a regular Pyro will get a normal Pyro. Breeding a Phoenix with another Phoenix will get a normal Pyro. So, you'll only ever get a normal Pyro. You won't be able to breed to get a Phoenix Pyro. The only way to get one is to risk your Pyros and kill them for that small % chance. I believe the higher tier you go it gets slightly bigger in size, but it also gets higher stats (excludes speed).
There's a 10% chance for a regular WILD Pyro to turn into a Phoenix (5% for a tamed normal Pyro to turn). There's a 15% chance for a Tier 1 to turn into Tier 2. There's 20% from Tier 2 to Tier 3. There's a 25% from Tier 3 to Tier 4. And 30% for Tier 4 to Tier 5. But again, this is all risk. You have to kill the pyros to get those chances for them to turn.
Edit: Since the only chance to get a Phoenix is to kill a Pyro, you could just tame a regular high level Pyro now and breed it with your Phoenix. Just get the perfect breeding pair now and breed a crap ton to kill them to try and get an imprinted Phoenix. You could have tamed that 150 lol

Hay axe i wanted to help you by saying you can breed to get the other tiers if the raptor instead of trying to kill and hope its the right one when it progresses its a must higher chance to get a different one than trying to tame in the wild theres even mutations that could give you a better chance at getting a different tier, i know you probably won't read this but i hope its helpful ❤

It’s a simpler version and just the one map: The Island.
But it’s better than nothing!
I haven't looked into this yet. Do the odds stack from one pyro to the next for turning Phoenix? If it doesn't, with most things like this, its the same chance each occurance, then. Like, if it's 10% for turning Phoenix, it'll likely stay 10% each pyro and doesn't technically "increase" chances the more you encounter (other than exposing you to a larger pool of spawns). That's if I'm understanding things correctly.
It makes sense given that that it took quite some time to find a suitible tame. It's likely a new roll of 10% each spawn.
That sounds tough, though. I honestly don't know if I'd have the patience, haha. 😂
