Sorry, what? "Hi" and "Hope you're well" (no period or comma) as an opening salutation on a cover letter? Isn't this a bit informal? I would certainly go with something more formal like Dear Mr. Smith and likely follow that will a full sentence.

Opening a formal letter with 'Hi' and using the recruiter's first name when you've never met smacks of being over-familiar, especially when the candidate is initiating the conversation. "Dear Mr. Smith", or "Dear Ms. Jones" (I hate "Ms." - but it seems I have to use it). Then should the recuriter reply, "Dear John/Jane, Thank you for your prompt reply..."
