Yes they do! My wife's I 130 was filed around March 2018 and approved with no hiccups in Jan. 2019. Took about a month for NVC to pick it up and another 4 months to approve it. I did have to resubmit some files that probably cost me a few weeks. My wife finally got her interview in late June 2019 and I went to go bring her back with me 2 months later. It's almost time to pony up another 700 to renew the temp green card.

From what I gather, the immigrant in the example is already in the US. So the circumstances will be about proving they are living together as a family. For overseas you still prove the story about the relationship, acquire some witness letters, evidence of marriage. (I submitted photos of ceremony and reception party). But they will not expect evidence of living together or combined assets as it's not practical to be at that point yet.
