Depends how far into the save you are as the teams try to secure them straight away

Yes you have to try and sign these players as soon as you start the game
all these tomatoes have signed a pro contract with their clubs or other clubs in my save 😪😂

Not a dumb question at all! Sometimes you can get them cheaper than the compensation fee, sometimes they just outright reject a transfer offer on FM21. On FM20, usually you would offer them less money and they’d accept straight away
