Lv 13 dust is fanon, lol. Canon murder lv is always different. But it either lv 19 or lv 20. Not 13 for sure

Also it's doesn't work like 20-7=13 lv. You need more exp for every lv after all. So dust will already have 17-18 lv that way. And finally, dust knows the underground better than us. He kills more monsters, than we could kill in undertale

Technically, you were wrong about the fact that Chara from Storyshift is stronger than Sans, because Sans plays the role of Asgore (who in Undertale is stronger than Sans) and Chara plays the role of Sans himself.
