I do the same thing..as I live in south florida. Same bag technique but I also put on a fog grooming vest on top to secure the bag in and the I put a hoodie on as well......because I'm a baby when I get wet

I can see that rain would get in through the neck hole so maybe a rain hat of some sort on top would finish the garment for rain. Your design would be valuable to keep wind out and warmth in though.
