My parents are Dutch and I can say about 10 or 15 words, maybe 3 sentences, but I wouldn't say "I speak Dutch." I think he's probably somewhere in that range.

Yes, it's the sound of Shamisen with Taiko and Hyoshigi (Japanese percussions), which are all Japanese traditional musical instruments. I don't know if the music is from Naruto since I haven't seen Naruto although I'm a Japanese... It could be :D
