For one, that would be like the producer giving away their work. Second, there’s probably some agreement between the producer (beatmaker) and the record company (or publishing? Idk, but I probably should know) where this beat is part of the composition “She Will” by Lil Wayne (with his vocals) and as such is owned by people, i.e. can’t just distribute the beat online.
