Yes. Though, to be fair, _given what they believed_ (finite money supply, NAIRU constraints) the Rogernomics neoliberal crowd were doing what they thought was necessary. The great epic tragedy is that their assumptions were fundamentally wrong, at least once NZ came off the fixed exchange rate around March 1985. After 1985 New Zealand was in principle able to completely eliminate unemployment without negatively effecting wage-price stability, the fact we did not move to full employment was, and still is, an epic tragedy. But it is so easy to fix, and could be done proverbially "overnight" with a Job Guarantee legislation, as easy as Jacinda Adern's gun control legislation, perhaps even politically easier now post-COVID.
I find this discussion fascinating. I am a technocrat.. i make mobile apps. I think you will have serious problems in the future due to non collection of taxes from workers who generally won't pay them. I make some of the gig apps ..
