That was the best line. The thing I love about the Emperor, especially in VI, was his ability to affect believable emotions that were transparently false. His amusement when you know his furious, or here, his sensitive sympathy when you know he's sadistically gleeful... what a wonderful layer for a good villain.
Really iconic, ruined/gets even better when you notice the ammount of evil turns palpatine does. Once is perfect, twice is fine. 4 times is memeworthy.

I think when he said they had used previous recordings for his voice, along with telling folks that it was indeed just a tease, indicates that he is not actually in the movie, or at least that he never shot any actual new scenes. This is not like Kit Harington having to lie about Jon Snow coming back to life. Ian McDiarmid almost certainly has not filmed anything new for this movie, it’s probably a gimmick and anything featuring his character will be from stock. Sorry!

But underpromising would be a good surprise). They definitely want to keep people guessing, from the title to the laugh and everything in between, and I can't imagine after all the abandoned Force Awakens plot elements in Last Jedi that they'd disappoint disgruntled fans with a tease like this. Don't forget, it was Abrams who kept the lid on Leonard Nimoy being the primary plot device of "Star Trek", and also Abrams who teased the Khan elements of "Into Darkness" but kept insisting "oh no, it's only this generically-named bad guy John Harrison", and look what ended up happening! He later said he regretted such blatant deception, but he does love surprising the audience, and it's right out of his playbook to let people think Palpatine is a small tease only to have him be a major part of the story.
The prequels really had the coolest characters. The Senate Griveous Maul Obiwan Ashoka Pre vizula Ventress Dooku Mace windu Plot koon Kit fisto Durge. I mean so many.
