The thing that the devs seens to forget is that zenitsu's thunder breathing is his OWN thunder breathing, meaning that, ZENITSU is not using the normal thunder breathing, he can only do what he does in this show (spoilers ahead) because he was CHOSEN by the thunder god! Meaning that THUNDER BREATHING is not as strong as it is when zenitsu is using it! They are missing a huge chance of making a cool boss fight or even money off the fact that YOU HAVE TO BE CHOSEN BY THE THUNDEE GOD!
