It was a demoscene event, for all sorts of platforms! :) This one was "Evoke" and it takes place annually in Cologne, Germany. Germany in general is a hotspot for demoscene events, the biggest one being Revision which is held every easter in Saarbrücken in the far south west (close to the French border). Definitely stop by sometime! :)
Yeah the Megadrive is only supposed to handle 64 simultaneous colours but smart coding can extend this to 4096 I believe. The Gamehut channel goes over a lot of these sorts of techniques.
They need to do overdrive 32x

This is one of the best demos I've ever seen for any platform.
Last year they've conquered WonderSwan, this year it was the MegaDrive. Really cool stuff. I love it.
