Hello - Strange Fruit was not written "by" Billie Holiday if that's what you meant, it was written by Abel Meeropol, of course it was first recorded by Billie Holiday in 1939

In music, "cover" simply means that a singer is performing a song first performed by another artist. It does not refer to the song's writer; just to the performer.
