Foxe’s book of martyr’s and the later Protestant reforms demonised Mary for generations of people. Mary also was unlucky and got shackled to a terrible foreign alliance with Spain that saw her as a traitor, and caused England to lose Calais. And she inherited a terrible financial position from Henry VIII and Edward VI. Moreover, whilst Elizabeth did end up killing quite a lot more people than Mary, Mary did burn around 400 people in a short period of time. I think for modern audiences though Mary gets trashed not directly, but indirectly by Elizabeth getting overhyped so that she looks rubbish compared to the “golden age” of England under Elizabeth
