He doesn’t actually do much, he’s the Command Center for the CABINET he appoints (which are likely put in place basically by his party). The cabinet members do the work and make decisions for Biden to approve. It doesn’t matter much if he has dementia.
Now here’s why Putin prefers Trump over Biden. He is OBVIOUSLY not going to say “ah we hope Trump wins”. He is generating support for Trump by getting uneducated people to see it and think “wow so Trump will beat Putin for us”. In actuality, Trump’s term in office opened up Europe to a Russian invasion as Trump pulled out of many mutual defense treaties and threatened the UN and NATO’s existence by proclaiming that he would not defend countries that did not meet their military contribution minimum. He set Ukraine up for an invasion by withdrawing US support from the EU.
Biden on the other hand has done everything he could other than outright war to stop Putin’s war. He’s sending ammunitions and a lot of our military tech to help our. Biden is VERY MUCH the enemy of Putin. Trump is the guy who will withdraw from Ukraine and let it be taken over.

I don't necessarily think that was the intended thing to get from here, not at all. His relationship with Trump is much better than his relationship with Biden and he'd probably prefer the first one, plus he'd actually get to keep something from a war that he started (Trump said that NATO would have to give something in order to end the war, so Russia might actually get to keep Crimea). By saying that he prefers Biden he's butchering his opportunities to stay as president, as most Americans hate Putin for legitimate reasons. This gives Trump more fuel during his campaign and he'll definitely use this to confront Biden.
