*163. TACKLING RUMORS* • Delhi police got over 3,000 distress calls on Sunday from people panicked over riot-related rumours like violence, arson and stone pelting across the national capital. • Such rumors create panic in public leading to disturbance & further violence. Challenges: • Negative messages being spread/forwarded by people unknowingly or people with vested interests on social media. • State surveillance opens up the debate of curbing privacy. • Technology will be always ahead of law. • In Cyber crime cases, police are occupied in OTP or financial fraud cases 70% of the time. • Negative/fake messages spread faster than positive news - research at Harvard university Section 505 of IPC Whoever makes, publishes or circulates any rumour with an intent to cause fear or panic in the public or incite a community against other shall be imprisoned. Way Forward: • Modernization of police: Technology is a challenge but also provides opportunity to police. Anyone spreading hate messages or fake news can be tracked with its digital footprint. Police personnel must be trained in digital devices. • In light of social interest, surveillance by the government in public places must be done. CCTVs monitoring the roads can help identify the miscreants or public posts on facebook by people is ‘public’ and not ‘private’. Monitoring open source content is absolutely permitted. • Citizens: As a citizen, while using our freedom of speech we must not forget our duty to use it responsibly. Fake news spread faster hence it’s the duty of every person to verify the facts before forwarding. • Active interaction between police & public must be maintained to build trust. • We need regulation of social media.
Just asking Bhai. R u aspirant too ? Or, do u get paid for these content creation ?. Either way you are doing awesome thing to share your notes here. Keep it up.
Mr Jain is absolutely right about stupid hashtags on sm especially twitter and fb. Pogrom, Genocide , seriously? It's all a part of the bigger propaganda which most of the users fail to notice.
Frank sir. Keep smiling. Really fruitful discussion you anchor as a responsible anchor. Sir we will be more happy if you extend your individual time in discussion and put in your perspective. Thank you sir. Keep smiling
I was in West Delhi and suddenly we saw people running to their homes saying M people are coming our way to kill everyone. It was frightening. I dont know how same rumour spread in every part of Delhi about respective markets.!
Rioters: Kill people Dalli Police: doesn't respond in time, then found throwing stones and breaking CCTV cameras themselves Nobody: RSTV: bUt whAT aBouT muh rUMours reeeeeeeeeeeeeeeeee? Can we talk about the killings please? about the lack of action by delhi police and home ministry, and reasons for the same?
Three issues need attention : 1) Whether Delhi Police should remain with the Ministry of Home Affairs or come under the control of Delhi government ? 2) Police machinery should be freed from political interference ,as Supreme Court held in Prakash Singh case, 2006. 3) Proper management of social media without creating a "Surveillance State". In Delhi where over 45 innocent people have been killed since last fortnight, culprits must be booked, put behind bars. Responsibility must be fixed howsoever high and mighty the culprit may be.....
J sai deepak have amazing type of knowledge so his point of view is always clear and he put his point very clearly and i always enjoyed when he put his point
Surveillance state argument is fine, but what if the Police itself cuts off the surveillance cameras in plain sight. Surveillance then, I believe should be absolute and not as per the whims and fancies of the executive. 5:03
Above all , there is a need of a hand distance of Police from the Politicians . And Police must be accountable and responsible to the people rather than to Politicians .
This program is very interesting and relevant. Having said that, there is a request that Rousan should also host such discussions in Hindi, please. Kindly consider
You could also have discussed about "role of AI in stopping the rumour mongering by operating in background of all SM platforms". This could be extremely helpful for law enforcing authorites!!
Though the rumours on social media can't be denied but blaming everything on it is not right. What about the Delhi Police role of mute spectator when riot and bloodsheed was going on in NORTH-EAST DELHI. Several videos and reports have disclosed the abdication of duty on the part of Delhi police. Use of social media as a propaganda machinery is a genuine issue but putting every responsibility on people behaving in a right manner is actually absolving law enforcement agencies from their own responsibilities. Responsibility lies on everyone so blemish shouldn't be put on a single source.
