Fermi Energy Level in Intrinsic and Extrinsic Semiconductors

If fermi level is the highest energy occupied by a free electron at abs zero, then why does the fermi level in intrinsic semiconductor lies in the middle of VB and CB? Why the fermi level is not the valence band maximum?

Because in intrinsinc semiconductor no. of holes equal to no. of free electrons so they attract each other n fermi level lies midway of both of them
