Well, the short answer would be because the game is made mainly by one person, they don't have deadline pressure, sales expectations and the game does not have to appeal to everyone so the gameplay can stay focused and more refined (at the cost of alienating casual players). Plus the many lessons learned from past Sonic games what NOT to do...
This game is clearly targeting Adventure/Heroes fans focusing on the elements players liked the most.
